Responsibility gaps concern the attribution of blame for harms caused by autonomous machines. The worry has been that, because they are artificial agents, it is impossible to attribute blame, even though doing so would be appropriate given the harms they cause. We argue that there are no responsibility gaps. The harms can be blameless. And if they are not, the blame that is appropriate is indirect and can be attributed to designers, engineers, software developers, manufacturers or regulators. The real problem (...) lies elsewhere: autonomous machines should be built so as to exhibit a level of risk that is morally acceptable. If they fall short of this standard, they exhibit what we call ‘a control gap.’ The causal control that autonomous machines have will then fall short of the guidance control they should emulate. Artificial agents create significant moral opportunities and challenges. Over the last two decades, discourse has largely focused on the concept of a ‘responsibility gap.’ We argue that this concept is incoherent, misguided, and diverts attention from the core issue of ‘control gaps.’ Control gaps arise when there is a discrepancy between the causal control an agent exercises and the moral control it should possess or emulate. Such gaps present moral risks, often leading to harm or ethical violations. We propose a (...) second-order ‘duty of moral control’ that mandates closing these gaps to reduce risks within acceptable moral limits. Our analysis encompasses both autonomous machines and collective agents, acknowledging their similarities and key differences in constitution and moral status. We suggest four methods to close control gaps: ensuring artificial agents attain moral agency, providing meaningful human control, implementing safety engineering, and employing social control. These methods aim to responsibly integrate artificial agents into society. We conclude that a realistic approach, which addresses the practical problems posed by control gaps, is essential. This approach provides solutions to manage the risks posed by artificial agents while maintaining acceptable moral standards, ensuring we responsibly harness their potential and address the ethical challenges they present. This volume unites various contributions reflecting the intellectual interests exhibited by Professor Herman Parret (Institute of Philosophy, Leuven), who has continued to observe, and often critically assess, ongoing developments in pragmatics throughout his career. In fact, Parret's contributions to philosophical and empirical/linguistic pragmatics present substantive proposals in the epistemics of communication, while simultaneously offering meta-comments on the ideological premises of extant pragmatic analyses. We discuss findings on evaluative conditioning (EC) that are problematic for the account of learning, namely, dissociations between conscious beliefs and acquired (dis)liking. We next argue that, both for EC and for Pavlovian learning in general, conditioned responding cannot rationally be inferred from propositional knowledge type and that, therefore, performance cannot be explained.

Michael J. Zimmerman offers a conceptual analysis of the moral ‘ought’ that focuses on moral decision-making under uncertainty. His central case, originally presented by Frank Jackson, concerns a doctor who must choose among three treatments for a minor ailment. Her evidence suggests that drug B will partially cure her patient, that one of either drug A or C would cure him completely, but that the other drug would kill him. Accepting the intuition that the doctor ought to choose (...) drug B, Zimmerman argues that moral obligation consists in performing the action that is ‘prospectively best,’ that is ‘that which, from the moral point of view, it is most reasonable for the agent to choose’ given the evidence available to her at the time.Zimmerman defends his Prospective View of moral obligation against two main competitors in the long, first chapter of the book. Most prions (infectious proteins) are self‐propagating amyloids (filamentous protein multimers), and have been found in both mammals and fungal species. The prions [URE3] and [PSI+] of yeast are disease agents of Saccharomyces cerevisiae while [Het‐s] of Podospora anserina may serve a normal cellular function. The parallel in‐register beta‐sheet structure shown by prion amyloids makes possible a templating action at the end of filaments which explains the faithful transmission of variant differences in these molecules. In affective Simon studies, participants are to select between a positive and negative response on the basis of a nonaffective stimulus feature (i.e., relevant stimulus feature) while ignoring the valence of the presented stimuli (i.e., irrelevant stimulus feature). De Houwer and Eelen (1998) showed that the time to select the correct response is influenced by the match between the valence of the response and the (irrelevant) valence of the stimulus. In the affective Simon studies that have been reported until now, (...) only words were used as stimuli and the relevant stimulus feature was always the grammatical category of the words. We report four experiments in which we examined the generality of the affective Simon effect. Significant affective Simon effects were found when the semantic category, grammatical category, and letter-case of words was relevant, when the semantic category of photographed objects was relevant, and when participants were asked to give nonverbal approach or avoidance responses on the basis of the grammatical category of words. Results also showed that the magnitude of the affective Simon effect depended on the nature of the relevant feature. (shrink)

This paper discusses the legal implications of setting up two new biobanks in Belgium. The first is hospital-based and will archive tissue from patients with haematologic cancer, whereas the second is linked to a general practice based morbidity registry and will involve storage of blood samples. To date, Belgium has no specific legislation that regulates storage of human tissue and related databases. Several issues concerning the protection of individuals with regard to the processing of personal medical data are discussed from (...) the existing privacy legislation. [End Page 117]Ultimate endsMany consider Herman Daly to be a heterodox and even heretic economist. He associates himself with ecological economics, the field he co-founded. But while some of his ideas seem radical, many of his core proposals do not deviate substantially from mainstream economics. For instance, his “ultimate ends” concept is perfectly consistent with the broad notion of “welfare” in standard economics. In line with this, many welfare economists—such as Samuelson (1961), Mishan (1967), Hirsch (1976), Sen (1976), Scitovsky (1976) and Frank (1985)—have expressed themselves as critical of GDP (gross domestic product) dominance and growthmania (van den Bergh 2009). In fact, neoclassical economics is not married to economic growth—this is more the empirical side of macroeconomics. While Daly recognizes these subtleties, some of his followers do not.Daly sees his Protestant religion as delivering the ultimate ends, but Victor notes that this has not led to concrete suggestions. The standard view of philosophical methodology is that philosophers rely on intuitions as evidence. Herman Cappelen argues that this claim is false: it is not true that philosophers rely extensively on intuitions as evidence. At worst, analytic philosophers are guilty of engaging in somewhat irresponsible use of 'intuition'-vocabulary. While this irresponsibility has had little effect on first order philosophy, it has fundamentally misled meta-philosophers: it has encouraged meta-philosophical pseudo-problems and misleading pictures of what philosophy is.

The Moral Habitat offers a new and systematic interpretation of Kant's moral and political philosophy. Herman introduces the idea of a moral habitat to examines the dynamic system of duties that exists between individuals and civic institutions.

Can humans and artificial intelligences share concepts and communicate? Making AI Intelligible shows that philosophical work on the metaphysics of meaning can help answer these questions. Herman Cappelen and Josh Dever use the externalist tradition in philosophy to create models of how AIs and humans can understand each other. In doing so, they illustrate ways in which that philosophical tradition can be improved. The questions addressed in the book are not only theoretically interesting, but the answers have pressing practical (...) implications. Many important decisions about human life are now influenced by AI. In giving that power to AI, we presuppose that AIs can track features of the world that we care about (for example, creditworthiness, recidivism, cancer, and combatants). Language Turned on Itself examines what happens when language becomes self-reflexive; when language is used to talk about language. Those who think, talk, and write about language are habitual users of various metalinguistic devices, but reliance on these devices begins early: kids are told, 'That's called a "rabbit"'. It's not implausible that a primitive capacity for the meta-linguistic kicks in at the beginning stages of language acquisition. But no matter when or how frequently these devices are invoked, one thing is (...) clear: they present theorists of language with a complex data pattern. Herman Cappelen and Ernest Lepore show that the study of these devices and patterns not only represents an interesting and neglected project in the philosophy of language, but also carries important consequences for other parts of philosophy. Part I is devoted to presenting data about various aspects of our metalinguistic practices. In Part II, the authors examine and reject the four leading metalinguistic theories, and offer a new account of our use of quotation in a variety of different contexts. Politicians and engineers are increasingly realizing that values are important in the development of technological artefacts. What is often overlooked is that different conceptualizations of these abstract values lead to different design-requirements. For example, designing social media platforms for deliberative democracy sets us up for technical work on completely different types of architectures and mechanisms than designing for so-called liquid or direct forms of democracy. Thinking about Democracy is not enough, we need to design for the proper conceptualization of these (...) values. As we see it, we cannot responsibly engineer and innovate and shape technology in accordance with our moral values without engaging in systematic and continuous conceptual engineering: This is not only an academic, or theoretical issue, it is also not simply an issue for public policy or politics, or regulators, it has become a central problem for engineering and the world of technology. In this paper, we present a framework for doing the necessary conceptual work in the context of requirement engineering. We draw on the literature on conceptual engineering to lay out a methodology to (1) assess different conceptions and (2) to develop new conceptions. Moreover, we integrate this methodology with extant approaches in the philosophy of technology which aim at designing technological artefacts ethically. This paper addresses four issues: 1. What is nonsense? 2. Is nonsense possible? 3. Is nonsense actual? 4. Why do the answers to (1)–(3) matter, if at all? These are my answers: 1. A sentence (or an utterance of one) is nonsense if it fails to have or express content (more on ‘express’, ‘have’, and ‘content’ below). This is a version of a view that can be found in Carnap (1959), Ayer (1936), and, maybe, the early Wittgenstein (1922). The notion (...) I propose abstracts away from their favored (but wrong) theories of what meaning is. It is a notion of nonsense that can be appealed to by all semantic frameworks and all theories of what content is, but structurally it is just like e.g. Carnap’s. Nonsense, as I construe it, is accompanied by illusions of thought (and I think that was part of Carnap’s conception as well). 2. Yes. In particular, I examine three arguments for the impossibility of illusion of thought (which on my construal accompanies linguistic nonsense) and they are all unsound. 3. Yes. There might be a lot of nonsense, both in ordinary and theoretical speech. In particular, it is likely that much of contemporary philosophy consists of nonsense. Empirical work is required to determine just how much. 4. The struggle to avoid nonsense (and achieve meaningfulness) is at least as important as the struggle for truth. The avoidance of nonsense is a precondition not just for having a truth value but also for more important properties such as saying something interesting or kind. (shrink)

Philosophers of language and linguists tend to think of the interpreter as an essentially non-creative participant in the communicative process. There’s no room, in traditional theories, for the view that correctness of interpretation depends in some essential way on the interpreter. As a result, there’s no room for the possibility that while P is the correct interpretation of an utterance, u, for one interpreter, P* is the correct interpretation of that utterance for another interpreter. Recently, a number of theorists have, (...) for separate reasons, argued in favour of a radically different view of communication – a view in which the interpreter and her context play what should be thought of as a content-creating role. According to such views, natural languages contain what I’ll call interpretation sensitive terms: terms the correct interpretation of which varies across interpreters (or, more generally, contexts of interpretation).3 An interpretation sensitive sentence can have one content relative to one interpreter and another content relative to another interpreter. This paper is a development and (partial) defence of the view that interpretation sensitivity is ubiquitous in natural language. I call the view that there are interpretation sensitive terms content relativism. Before starting the discussion of content relativism, it is worth pointing out that recent attempts to develop semantically motivated versions of truth relativism should be seen as part of this trend of giving the interpreter a more active role. This volume brings together two series of papers: one began with Herman Cappelen and Ernie Lepore's 1997 paper 'On an Alleged Connection Between the Theory of Meaning and Indirect Speech'. The other series started with their 1997 paper 'Varieties of Quotation'. The central theme throughout is that only when communicative content is liberated from semantic content will we make progress in understanding language, communication, contexts, and their interconnection. These are the papers in which Cappelen and Lepore introduced speech act (...) pluralism and semantic minimalism, and they provide the foundation for one of the most powerful attacks on contextualism in contemporary philosophy. A general and fundamental tension surrounds our concept of what is said. On the one hand, what is said (asserted, claimed, stated, etc.) by utterances of a significant range of sentences is highly context sensitive. More specifically, (Observation 1 (O1)), what these sentences can be used to say depends on their contexts of utterance. On the other hand, speakers face no difficulty whatsoever in using many of these sentences to say (or make) the exact same claim, assertion, etc., across a (...) wide array of contexts. More specifically, (Observation 2 (O2)), many of the sentences in support of (O1) can be used to express the same thought, the same proposition, across a wide range of different contexts. (shrink)

The literary mind? The literary mind? Any which way you parse it, the title of Mark Turner’s provocative, elegantly written study seems to beg important questions, assume things that do not by any means go without saying. First parse: is there in fact a literary (part of the) mind? That is, is (...) there some nondiscrete but semi-autonomous module of cognitive capacities required for using and understanding literary discourse—a module that takes information (as its input) from other modules, operates on that information in some way, then feeds the transformed information (as its output: “literature”) into yet other modules, which in turn take that information as their input? 1 Second parse: assume that there is some module involved in the production and interpretation of literary discourse. Then of what nature, exactly, are the operations performed within that module, and how do they operate on the input in a way that makes the output specifically literary? How precisely is literature born from this process or set of processes? Doesn’t this kind of account suffer from all the disadvantages (inexplicitness, for example) that it inherits from its parent model, the black-box explanation? Third parse: should we even be talking about “minds” at all in connection with literature and the study of literature? Hasn’t “The Intentional Fallacy” and everything that has happened since in the fields of critical and cultural theory—from Marxism and poststructuralism to New Historicism and cultural studies—taught us to center critico-theoretical discourse anywhere but in “the mind”? Hasn’t all this research exposed the mind (of the author, reader, subject, or postsubject, as the case may be) as a construct with more or less noxious political and cultural properties? Are not the discourses of and about the mind so many strategies of interpellation—vehicles by which ideology can work to implant the illusions of inviolable inwardness, unchanging essence, and predetermined identity within a subject that takes such imagined realities to be its real conditions of existence? 2Turner does not directly address any of these questions—at least in the way that I have framed them. That may be grounds for criticism: if you are using a title that can be construed as polemical, then the onus is on you to explain just how the title positions your work in a wider context of argumentation. But at the same time, Turner’s analysis reformulates the underlying problems to which some of my questions point, thus raising [End Page 20] other, equally important issues. Coming to terms with these other issues may change the way we ask questions about things like literature and the mind. Specifically, as part of a larger “cognitive revolution” now unfolding in social-scientific and humanistic disciplines ranging from linguistics to literary and narrative theory, Turner’s book provides ample reasons for not thinking the idea of mind tantamount to an ideology of mind. 3 After all, reducing mind to an ideology of inwardness leaves unexplained any number of basic facts about perception, cognition, and language processing. There is, for example, our ability to use “image schemata” such as motion along a path and bounded interior to make sense of events like milk being poured into a cup, on the one hand, and contained spaces like the ones inside bottles, heads, and houses, on the other hand [Turner 16]. Relying on such schemata, I don’t regularly try to pour wine into a cutting board or to measure, in miles per hour, the speed of an asparagus stalk as it sits on the kitchen counter.There is also—to invoke a slightly different cognitive-scientific vocabulary—our ability to make predictions about emergent situations and sequences of events on the basis of prior, stereotypical situations and sequences stored in the memory as knowledge representations sometimes called frames and scripts [see Schank and Abelson]. One may have different objectives in interpreting texts. If a judge interprets a statute in order to obtain a satisfactory solution to a case, his aim may be called “applicative”. But if a historian of science wants to reconstruct the meaning of obscure passages of Ptolemy’s “Hypotheses planetarum”, his objectives are purely historical and theoretical.The paper argues that these different aims, applicative and historical ones, require different methodologies of interpretation, and imply different criteria of success. In particular, the “principle of (...) charity” according to which an interpretation is better to the extent that we agree more with what the text as interpreted says, is fitting for applicative interpretations, but not without further qualifications for historical ones.The paper argues further that we should apply the methodology of historical interpretation to the entire body of German texts now available, if we want to interpret Martin Heidegger’s philosophical oeuvre, assess its philosophical value, and investigate its links to Nazism. These were the aims of Herman Philipse’s book “Heidegger’s Philosophy of Being. A Critical Interpretation” . Criticisms of this book by Taylor Carman and others are often off target because they presuppose applicative interpretations that aim at making Heidegger say things the interpreter believes himself, instead of striving for historical adequacy, and that are based upon a small selection of translations instead of upon the entire corpus of extant German texts.
